Thanks, but could someone explain to me what mutatis mutandis means?

Mutatis mutandis is a Latin term used mainly in economics and law which means “with the necessary changes”.
For example in this bill it is used to when the law applies equally to men and women. Rather than write out the whole section again using “female” instead of “male” they just write see “shall apply mutatis mutandis with respect to any female person”. Search google for more information.

Thanks for posting this. I have been wanting to read the Sobill and I am for the stiffest sentences possible for convicted offenders. I have so far read the first couple of pages and I am a bit intrigued by the leniency of it all, especially in terms of the definition of rape that seems to be limited to penetration. I am no lawyer but in my opinion, limiting this definition to penetration would make it difficult to prove for instance, attempted rape. How would a complainant convincingly prove that he/she was about to be penetrated if that is the core meaning of rape? someone help me understand this…

They both demonstrate and explain, in different styles and from slightly differing perspectives, how bad the draft bill is in concept (harsher punishments), and how inept and shoddy in legal execution.

Let’s hope parliament wisens up and finally rejects it. It might well be the worst devised and most inhumane piece of legislation that has ever been proposed in East Africa since 1890. And that means something.

i am to say the least satisfied with information on the sexual offences bill which i believe will go a long way in satisfying my urge to gain knowledge as well as help my research.

it is time this bill was passed as kenya is no more a safehaven for our daughters,wives moms and even grandmoms.
